When will carriers such as Roger be releasing windows phone 10 for Nokia Lumia 830?

Certainly after it is released officially this fall.

They will have to get the upgrade from Microsoft first. We don't know when that will be yet.

Then they have to test and approve it and decide to push it OTA for your device.

No one can say when that will all happen, especially with the vagaries of the carrier update process.

You could always get on the Insider program when it's stable just before official and then opt out of Insider to wait and see if Rogers will come though...
