Welcome to Windows Central.

What phone are you using? The Skype app works well in my L535... though it didn't work exactly well with my L1020.

You could try restarting or performing a soft reset on your phone. If these do not work, you may reinstall Skype - this worked with my L1020 in improving the performance of the app.

Restart - power off, power on
Soft reset - press and hold the volume down and power button together until the phone reboots

So that could be the cause... my L1020 (which was experiencing Skype issues) also was under developer preview, while my L535 (no Skype issues) is not under developer preview. We may need additional confirmation from others who are still under the developer preview program for this. If confirmed, you may need to roll back to a non-preview version in order to stabilize your Skype experience..
