Where do I find my contact list for a Microsoft 950xl phone

I want to copy my windows mobile contact so I can save them to load onto my new Samsung Note 9 phone when it arrives.

I would log into my Outlook account on a pc and export them as a csv file. Then, log into your Google account and upload that file to your contacts.
You can also do it on the phone once you get it by adding your Outlook account to your Gmail app and syncing contacts.
