Where do you disable background apps to disable live tiles??

I looked in Settings - > Swiped over to applications, and there isn't a Background applications entry there for me to disable apps from working in the background or to disable/enable live tiles.... where do I find to make it so I can disable/enable certain live tiles?

If you're using WP8.1 you use Battery Sense. It's in the app list. You can disable/enable background tasks there.
