Where is windows phone 8.1 update??

Really disappointed , where is update? They announced it in April and its 2and a half month already !! I m 17 i cant create developer account. i don knw if its Microsoft or nokia or service providers but they should have proper planning to deliver update on time to everyone. I know i m not an expert to blame but they should not make customers excited about something if its not ready yet !!

If you choose not the install the Preview for Developers, you may check this thread for information about the official 8.1 release.
