where notify an issue w/o feedback hard reset made dissapear the start menu

odd but true, i did an hard reset to my phone that have for test a lumia 520 and got back but without the start menu, also the apps were not installed the alarm etc etc few were installed but not the system ones and also no settings menu for try to do something, i had to roll back to 8.1 but my question is where can notify of this problem to Microsoft without windows insider or feedback, i think is an very serious issue that i should notify

any reply that do not be of fury will be welcomed.
