Which one is better .. BLU Win HD Vs Prestigio 8500 ??

Not much between them.
The spec is almost identical.
Same cpu, 8GB onboard storage and 1GB ram.
The BLU Win HD can take a 64GB sd card whereas the Prestigio takes a 32GB card.
I suppose it depends on which you prefer visually.
