Who else has problems with notifications on phone?

Non-system apps will just stop getting push notifications randomly. A reboot fixes it for a while. Don't days it doesn't happen and other days it happens multiple times. I am on insider preview, but I rolled back to 8.1 temporarily and it didn't fix it. I have a Lumia 640.

As they say in X Files.... WE ARE NOT ALONE.

Surely MS must be working on this 90% working product as an Cumulative update to sort out these glitches. I can live with them for now, as other benefits outweigh the loss of functionality.
