Why am i not able to fully pull down the status bar when phone is locked?

If there is a notification and want to check it i normally press the unlock button and pull down the status bar (but without unlocking the phone completely). But after some update (i'm not sure which one exactly) i'm just able to pull it down approx. 1 inch. Is there any solution for this problem?
