Why am I unable to open settings in W10M build 10136?

after the the upgrade i am unable to open the new settings app in 10136

You intrerupted the migrating process. If after a reboot doesn't resume, try hard reset. If this doesn't help, flash 8.1 and install 10 again. This time without even touching your phone.

I have same issue, havent touched phone in migration process.
