Why are apps not opening or forcefully closing after charging the battery?

Windows Central Question

Lumia 640 with Windows 10, after fully charging the phone, apps like Weather, News, Store are not opening, they start, but don't go further than rotating ball. Other apps like Camera and Facebook/Messenger close themselves randomly. Once the phone is rebooted, everything works fine again.
