Why are my contacts unable to sync and I am unable to add an Outlook account?

no contacts sync and unable to add outlook account

hello i have upgraded my lumia 640 to windows 10 (official) an since then my contacts have not synced and every time i try to add the microsoft account i go through the process and it says "your account was set up successfully" when i press done there are no accounts that i can see just 2 options which are link inboxes or add account.
any help please will be appreciaed. i have tried a soft reset but this has it has not helped.

Had the same problem after upgrading a 640 to Windows Mobile 10 using Insider. Seems like a very common problem if you look at the trending comments in Windows Feedback. The bad news? The only solution I could find was a hard reset. The good news? Phone runs great now on Windows 10.

yes i finally managed to fix this issue by hard resetting my lumia 640 and it works well now.
