PC's fans running at full speeds even when idle

Fans going at fuill speeds even when the PC is not in use, went in to see the BIOS and saw the fans going over 3000rpm.

You've not mentioned what model pc you have.
Sounds like the CPU could be overheating.
I would clean any dust/fluff from the CPU fan and heat sink.
Next step would be to clean the old thermal paste from the heat sink and to apply new.
