Why aren't my Modern Apps, Start Button, Action Center, Project Spartan starting up Build 10049?

Modern Apps, Start Button, Action Center, Project Spartan not starting up Build 10049

I updated to Windows 10 100049 build and find just the desktop based softwares to be working. Apart from the Settings and Store(Green app) nothing else starts up.
The unresponsive Windows Start button doesnt respond. Please suggest

Perhaps you might want to read Microsoft's own list of known issues with the latest two builds, plus the workarounds for some of the problems. I am at a loss as to why people would install beta software and not read all of the disclaimers....
