Why can't I access my on screen keyboard?

why can't I access on screen keyboard?

The onscreen keyboard icon use to be in the lower right corner of the screen, next to date/time, now it is gone. Anyone know how to get it back?

Right click on Taskbar, 'show touch keyboard button'
