Why can't I access the store on WP 8X?

Cannot acess store on WP 8X

Since 10/26/2015 out of nowhere My X8 will not sync the Onenote, error says "your phone doesn't have a connection to the server: Error code 80aa003a. I also cannot download any app error says "the Microsoft account service is unavailable right now. try later. On my email account on the live ID t says attention required but i'm not sure what error it is referring to...Help please
