Why can't I connect Outlook or Calendar with Cortana?

For the past few months, I've been unable to connect Outlook.com or my calendar to Cortana. Is there an issue with one of the latest Windows 10 update? I can't connect via my Alcatel Idol 4S, Surface 3, or my Harman Kardon Invoke. I know I'm not the only person experiencing this, I'm just surprised Microsoft hasn't published anything about it.
