Why can't I create a windows live account?

Every time I try ,I get a message saying, activation needed.

Then go to the email you set up to be the primary and activate it?

As a matter of fact, am using the same outlook email account but to no avail.

Do you already have an account?
Is this an alias issue?
On phone or pc?
