Why cant I download an MMS file using WiFi ?

No, on WP you need to enable mobile data to receive MMS. I'm not sure why this is but that's the way to resolve it.

Needing cellular data for MMS is not unique to Windows Phone. MMS is a carrier side function.

You may want to explore alternate messaging services that allow pictures to be sent.

Your title says mms but your post says email. Which one are you referring to regarding attachments?
