Why can't I download applications on my Windows 10 Phone?

i cannot download application on my windows 10 laptop

everytime i go to the store on my windows 10 and download facebook app or you tube app it always tells me there is an error downloading even i am connected on the internet.even when i open my chrome i need to wait for 20mins or more just to open the chrome and worst it always not open
