Why can't I download the Microsoft Wireless Display App to my Windows 8.1 PC?

I'm trying to get my Galaxy Tab S to display to my TV thru the Microsoft Wireless Display Adapter but it times out after 3 attempts. The thing works with my Windows 8.1 laptop. I've read here that the MWDA can be updated with the MWDA App.
I've tried to download it from the Windows App Store but when I put the cursor over the download button, it turns black and won't respond. If I try the same thing on my Windows 7 PC, the button is blank and a note says that Windows 10 is required. Does this mean that App can no longer be downloaded via Windows 8.1? Another inconvenience designed to force us to 10? I called Microsoft and couldn't get an answer without being swindled out of $495. Thieves!
 
Apparently my complaint was taken seriously. After trying for 5 days, I was finally able to download the MWDA app and update the device.. The device still works great mirroring my Windows 8.1 screen but not so good from my Samsung Galaxy Tab S. It's screen does not fill that of the TV, the sound is out of sync, and the Tab S occasionally locks up. Time to call Samsung support. I hope they don't want $495 too!
