why can't i downloaded more than 20 Mb in Lumia 730 by 2g network

I bought it yesterday at first it never restrict data usage but after an hour it restricts me why?

Windows Phone has a limit on what can go over cellular data in terms of app downloads. I've seen varying numbers over time, but its goal is to prevent people accidentally burning up their data allowance on big app downloads and blaming/complaining to MS.

Well, that's my educated assumption.
