Why can't I get my backups back?

I can't get my backups back

I reset the phone and I can't get the backups to restore. This is 2014, and I can't figure out something so simple like how to restore a backup? Please help with this.

U can get it with same or higher version only. Example - if you had Preview for Developer installed on your phone earlier and then after reset you are trying to see it on a WP 8 device, it might not show you that backup as available.
