Why can't I get "scan poduct" option on my target cartwheel app for my windows phone

On my Target cartwheel app, it does not give me the option to scan product on its list of promps. My husbands Apple phone has it and no associates at Target can answer this question as well. HELP!!!!

The "App" on Windows Phone is just a web wrapper (a means of showing you the mobile version of the full website). As such it does not leverage any APIs (application programming interface) to hook into any hardware.

In plain English... It does not support camera function, thus no scan.
