why can't i make call but recieve calls

i can't make calls but receive calls and check balance as well. in fact can do anything with the phone but can not make calls with my lumia 520. i have update but till i can't why

This is most likely an issue with your SIM card not being properly provisioned during activation. You should call your carrier's customer service to have this issue resolved, as this isn't an issue with the phone itself.
