Why Cant I see tweets in Action Center and on Band 2?

I used to be able to see tweets on my Band 2, but it has been dead for months. I assume, tweets first have to show in action center before they can be seen on the Band, right?
Problem is that I don't see any tweets in the Action Center. This is true for all my Win 10 machines (2 on insider fast and 2 on production release) including the 950 mobile phone.
Everything is toggled on of course; in action center settings, in Microsoft Health app etc....
It doesn't matter what other Twitter app I use, eg. Tweetium or Fenice.

What is the secret trick to get the notifications to Action Center and subsequently to the Band?

just to be sure that we're on the same first page

Check that notifications are enabled : go to settings > system > notifications > check under the app to see if banners or tones are on
Second, under settings > privacy > background apps - are the apps enabled to run in the background?

If all this is okay, remove the band 2 and then add it back

Should I be able to see tweets in the action center? Just wonder where I should focus my trouble shooting? Should I focus on the Band 2 <> Health app connection? Or more holistically on the issue of not having any twitter app updating on any Windows machine?
