Isn't Bing a search engine and not a browser?

If you are using the default EDGE browser, tap the ... (three horizontal dots) in the upper right hand corner of the browser. Tap on Settings>View advanced settings. Turn on 'Show the home button'. In the dialogue box type in bing.com and press save. Now you have a home button that will direct it to Bing in EDGE.

Bing is one of the choices in the drop down menu:

Actually, OP will have to do both methods to have EDGE open directly to Bing and have a home page set to Bing. There's no way of automatically defaulting new tabs to Bing however. Unless opening a new tab and pressing the home button or putting it into the favorites bar, right click and select open in new tab.
