Why can't I start Cortana after upgrading from Win7 to Win10?

Why can't I stsart Cortana after upgrading from Win7 to Win10?

She seems to start, then asks me to select the language we are to speak in. There is only one option, US English. I select it and get no further

Maybe the rest of your Windows setup is in another language?
