Why can't I update my Lumia 625 to Windows Cyan?

I cannot update my lumia 625 to windows cyan

I am using nokia lumia 625 with software Windows Phone 8.0 but I cannot update my phone to Windows 8.1. I have checked for software update on my phone but it says your phone is up to date. Help needed!!!!

Are you using developer preview?
What region are you?
What carrier are you with?

Phone is unlocked, no carrier. I am using it in pakistan. I dont know about developer preview but I am assuming NO since I did not do any installations on phone

I have just been checking the forums and it seems a few people with unlocked phones have not got the update.
I would try going the preview for developers route.

Thanks Charlatan. Can you tell me how do I get the preview for developers? And can I go back from that?

I believe you can go back to WP8.0 using the Nokia Software Recovery Tool, however I have not used this before.
