Why can't I use the start menu in Windows 10 unless I restart my laptop?

why cant i use start menu in windows 10 unless i restart laptop

when i wake up my laptop everything is ok except windows 10 start including all the apps, if i restart then works ok. this happens everytime i put laptop in sleep and then try to use on wakeup
