Why can't location turn on, on my Windows 10 phone?

Location can't turn on in my windows 10

Hi guys. I'm using Windows 10 laptop. I can't turn on the location, because it's grayed. I tried to fix that. But I couldn't. So any one have some answer. thank you!

Isn't location dependent on having the GPS hardware installed in the machine?
