Why can't my Lumia 730 connect to wifi with Static IP?

[Windows Central Question]

Lumia 730 can not connect Wifi With Static IP

I try to connect Wifi
IP 192.168.0.5
Subnet Mask:255.255.255.0
Default Getway:192.168.0.1
but can not connected with mobile IP
IP 192.168.0.2
Subnet Mask:255.255.255.0
Default Getway:192.168.0.1

BUT SURPISE IS THAT..
If mobile is in DHCP then it connect smoothly.

Please help

That is most likely due to an ip conflict.
