Why can't my PC see my Lumia 920 with Windows 10 TP for phones (build 10051)?

[Windows Central Question]

My PC cant see my Lumia 920 with Windows 10 TP for phones (build 10051)

I plug my device to the computer, but there is no device in device manager.
Tried different cables, different PC's, re-installed drivers
Cant roll back to the 8.1 version. (nokia suite and windows phone recovery tool)
Also update to buld 10052 show error 800700d.

RM-821, Nokia Lumia 920
Windows 8.1 Pro
Windows Phone Recovery Tool 1.2.4.
