Windows 10 PC does not recognize my Windows Phone when connected through USB

Windows Central Question

I just got a brand new Lumia 950. When connecting to my PC, it does not recognize at all that there is a device connected.
There are no warnings or usb explanation marks in the device manager.

I tried multiple solutions from the web, still without any success.
* tried multiple usb ports (2.0 and 3.0).
* tried different usb cables
* soft reset of phone while connected
* hardware and devices troubleshooting from pc
* install the latest Media Features Pack (KB3099229) (I have a Windows 10 pro N version).
* I have the same experience on my work laptop (Windows 7) but that may be different reasons.
* I had not yet the chance to try on another Windows 10 device.

Both OS builds (phone and pc) are 14393.693 with version 1607.

Can anyone guide me to some more ideas or troubleshooting I can try out?
Could it be a setting somewhere I'm not aware of?

I'm developing a personal windows phone app, so connecting the phone to my pc is crucial for further development.
It used to work in the past with my 'old' 950 (Windows Phone 8.1), but I haven't been developing with it for quite some months. Windows Updates have been installed since and I guess they messed-up the previous configurations.
