Why could a $39.99 Android from walmart compile and run windows .exe natively but over $1000 WP back then couldn't?

This is insane. Windows couldn't run its own .exe executable but Android could compile and run it natively. And Microsoft Edge on Android supports more PWAs than all the apps in Windows Phone App Store back then, including youtube + ublock origin (which provides much better experience than android's own youtube app.) I am talking about Microsoft's own things which have much better ecosystem on Android than WP back then. PWA with edge + chromium extennsions, compile and run windows .exe natively on Android

Can anyone explain why? I think WP deserves its death because it simply sucks.
