Why do I get error code 8000ffff when trying to purchase an ad-in app?

I get error code 8000ffff when trying to purchase an ad-in app.

I check my purchasing options and both Visa and paypal seem to be correct.

Apparently this error is related to a problem with syncing your account. Two things you could try is to manually reset your clock and to manually sync your account. If this doesn't work a hard reset might work. See also this for more details:
