I am getting something similar.
Is your phone's language set to Hebrew by any chance? It could be because Hebrew is not fully supported yet.

In fact before updating the language was English, but The region was Israel (Hebrew).
After the update cell phone suddenly becomes Hebrew ...

It is definitely because of the Hebrew. I changed the region to US and the language to English, and then managed to successfully update.

On a side note, not overly impressed with the design of Windows 10 Mobile. WP 8 has a much more attractive design in my eyes.
