Why do my call go so quickly to voice mail?

Too quick to voice mail

Every time someone phones my wife's Nokia 630 it only rings 3 times and then goes to voicemail she hasn't got enough time to get the phone out f her purse to answer it.
So she always has to phone back. Is there away to extend the ring time before going to voicemail

Ring times are set by the carrier.

Make sure reception is good so the phone is available for the network to connect to easily and also that a ringtone that ramps up in volume isn't being used.

That makes no sense besides we have the same network and same plan the only difference is she has a 630 and I have a 620. If she phones me the phone will ring and ring.I think there is a setting on the phone but I am not seeing it.

How can you shut voice mail off no one ever leaves a message any way?

My provider here in germany is Constar I have a prepaid card. I sent them a code that I looked up on their forum " ##002# " and that turned off voice mail.
