why do my e-mails load only on wy-fi?

I can't refresh, reload or download attachemets on my mobile dat.
I am using a Microsoft 950 mobile divice and i am from Romania.

Are you sure that your cellular data connection is enabled? It should be On (and not Off).

If your connection is turned off, you can still make and receive phone calls and send and receive text messages. But you can't do things like browse the web, search online, receive or send email, or get updated info for apps unless you're connected to a Wi‑Fi network.
