Why do my text message notifications suddenly stop working?

Lumia 640 with wp10 downloaded on it. This has happened twice. When i get a text the phone chimes and vibrates like it should then one day, nothing. I have to go into text messages to see if any have arrived. Low and behold some have but with no notice what so ever.
Settings show notifications are turned on so whats going on?
I have tried turning the phone off/ on etc but that doesnt work. Any suggestions...

go to settings > privacy > background apps > make sure messaging is on
