I've been playing with it but can't quite figure out why it needs to have active background. Is it for notifications? But for example my twitter app is already running in the background and giving notifications. Is it redundant?
Background tasks update the app folder's tile on the Start screen if any apps in the folder are uninstalled.

Press on any app in your background tasks list. Read towards the bottom. the explanation given, tells what that task does. if there is one.
