Why does my phone display a lighting bolt and gear wheel when I turn it on?

the screen is frozen to the metro pcs sign and nokia will flash on and then it will turn off

Have you tried leaving your phone plugged in to a charger for at least 30 minutes untouched? It's possible that the battery was drained below the minimum start-up power level.
