There are many reasons this might happen and it would be helpful to know what phone and what camera App? Also OS version?
For instance, older OS versions have Smart Sequence where it captures in quick bursts. These then can be used post shot to edit such as putting Jim's face from shot 1 and Sally's face from shot 3 together so neither of them looks goofy from blinking.
Newer OS still can take bursts with the camera button being held down. This can be toggled in settings of Lumia Camera.
Or maybe you are using Rich Capture with the flash on?
