Why does Windows 10 keep scrolling back up (not letting me scroll down smoothly)?

When I try to scroll down in the file explorer or the start bar it won't scroll down smoothly and will scroll right back up. What's wrong? How do I fix this? It doesn't do it in Firefox only Windows.
