Why doesn't MS address desktop apps on Windows Phone?

Two questions, which admittedly are based in ignorance. (1) why can't MSFT put Intel x86 type chips into a smart phone (or other companies) to make them work like desktop? And alternatively (2) why can't MSFT create some open-sourced virtualization app for all the original desktop apps.
 
MS is done with phones. Haven't you read? Microsoft is cremating (dead) Lumias. Some are waiting for the Surface phone which probably will never come. People been talking about it for a year or two at least and there's still no official word about it. And what for you need PC apps on the phone. Buy a tablet with Intel chip
 
1. Intel killed the chips that were designed for those mobile roles. Comparable offerings would be prohibitively expensive.

2. Virtualization takes a lot of support hardware, money and effort to make happen. And it may not be a project they want to undertake given its likely cost and complexity.

those chips use 2-3 times more power than current chips so from a battery standpoint, it doesn't make sense
