Cortana is not available in all countries, that might be your issue.

Cortana is only available in the following countries/regions: China, France, Germany, Italy, Spain, United Kingdom, and United States.

You are from India, but is your phone set in Settings as India?

Being physically in a country has no affect on how your phone is set or if a feature is available.

Cortana could be broken if your phone is set to India. This happened on my 520 that's she didn't work. I needed to reset
