Why doesn't Windows 10 recognize my bios-sensed DVD device?

Windows Central Question

Windows 10 does not recognize my bios-sensed DVD device.

DVD device was seen by WIN10. This DVD was an ATAPI R/W but lost its ability to Write any disks. Installed a new DVD device to SATA bus. BIOS sees/IDs DVD device.
