Why don't I have a banner or sound notifications on my 950?

go to settings > system > notifications. Check which apps have banners and sound disabled and enable the ones you want

Check also if "Messeges + Skype" if it is not disabled as "running in the background" in system>>battery saving>> ...
I also had such a problem but after installing Windows insider 10586.71 and rechecking above option, everything is running as it supposed.
