Why don't I have an option to reserve windows 10?

[Windows Central Question]

I bought an HP Notebook 15 r202tx (from a store) with a genuine copy of Windows 8.1 but i don't get the option 'Get Windows 10'. I also checked if my windows is activated or not but it already is.
Please help me. Thanks in advance.
