Why is Cortana not working?

I live in Oregon United States and the language that I selected for my computer is US engish. But when I go on the Cortana settings it tells me that it is not supported in the region or the language I have selected. But the US is a region that supports it and US english is a laguage that supports it. So why is it not letting me use Cortana?
